DETAILS Reconnecting Communities is the first-ever Federal program dedicated to reconnecting communities that were previously cut off from economic opportunities by transportation infrastructure. The City of Houston applied for a planning grant to study connections between Gulfton and destinations that are currently separated by infrastructure like the Southwest Freeway, Westpark Tollway, and other busy roads.
