DETAILS The project consists of the design of a subsurface detention basin, located in a Spring Branch ISD sports facility (Memorial Middle School site), and a conveyance system from W151-00-00 beginning at Barryknoll Lane near Bettina Court, west to Gessner Road, west to the end of Kingsride Lane and connecting to the sports complex detention basin. The detention basin outfall is planned to connect to the existing storm trunkline on Attingham Drive which will outfall to the HCFCD W153-00-00 channel. An alternative detention basin will be considered which is located just east of W151-00-000 at the Memorial City Apartments site at 872 Bettina Court.

The project consisting of a subsurface detention basin with a conveyance improvement from HCFCD W151-00-00 and is required to act as a relief storm water system and reduce flooding for thousands of people up to the 100-year flood event alleviating drainage problems along one of its tributaries, Harris County Flood Control District (HCFCD) Ditch W151-00-00.

How is this project funded? This project is part of the Federal Emergency Management Administration's (FEMA) Hazard Mitigation Grant Program (HMGP). The Texas Division of Emergency Management (TDEM) is the recipient of HMGP funding, and the City is the sub-recipient. The funding for project costs is based on a 44.78% federal and 55.22% local cost share. The TIRZ 17 Memorial City Redevelopment Authority will provide the entirety of the local match requirement.

Current project status: The City of Houston selected the design consultant, HR Green, Inc, and issued a Notice to Proceed for City of Houston Phase I Preliminary Design. The preliminary engineering phase will conduct various studies and perform analysis to then produce a recommended project. Final Design will then follow, finalizing design elements and producing final construction drawings, necessary permits, and addressing preparation for real estate acquisition and or easements. Design phase started Fall of 2022 and anticipated completion is Spring 2025. Construction will be from Fall 2025 to Fall 2027.

    The project is currently in the first phase of design which contains conducting several tasks including the Drainage Analysis of existing and proposed conditions and the selection of the detention site.
