DETAILS Proposed 72-inch Water Line along Kipling, Woodhead & Branard from Mt Vernon to Greenbriar by open cut and trenchless construction methods including water, sewer and storm sewer utilities rehabilitation, replacement and/or adjustments; traffic signals replacement, roadways, sidewalks and wheelchair ramps reconstruction; and associated traffic control plans, stormwater pollution prevention plans, and tree protection. Project also includes condition assessment of existing 66-inch water line along Richmond from southwest pump station to Hazard.

What is the purpose of this project?
This project is part of the program which required to comply with Harris-Galveston Subsidence District requirement and to implement City’s regionalization plan. This program is part of the City’s long range water supply plan. The project is a combination of water line construction, public utility adjustments, and pavement replacement.

How long is this project going to take to complete?
23 months (705 calendar days). Work is scheduled to begin in Fall 2022 and is anticipated to be completed in Summer 2024. The project schedule depends upon weather conditions. Please see the phasing map for details.

    Kipling – Proposed underground utilities, roadway paving, concrete sidewalk & driveways are complete. Tree grates have been sent back to the fabricator to be cut. It will take three weeks to install them once they are delivered back to the project. Both lanes of Kipling are open to traffic.

    Woodhead – Proposed underground utilities, roadway paving, sidewalks & driveways are complete. Asphalt transitions and signal work are ongoing. Woodhead, from Kipling to West Alabama, has both lanes of traffic open. Woodhead, from W Alabama to Branard, is only open to one Northbound traffic lane.

    Branard – Proposed underground utilities are complete. Roadway paving is ongoing and scheduled for completion by mid-March 2024. Branard, from Woodhead to Greenbriar, is open to one lane of Westbound traffic only.

    Greenbriar – 72-inch Water Line and Wastewater installation is complete. The proposed Storm Water will be completed in two weeks. Roadway paving is scheduled to start in late March 2024 and is scheduled for completion by early May 2024. Greenbriar, from Richmond to Branard, is currently open to one lane of Northbound traffic only.
