What is the purpose of this project?
1) The purpose of this project is to decommission Park Ten Wastewater Treatment Plant (WWTP) and instead convey flow to a newly installed sanitary system east of Highway 6.
2) Convey flow from an existing stub-out near the intersection of Park Row & North Eldridge to an existing manhole at the intersection of Memorial & Eldridge.

    No construction activity, no open tunnel shafts and no construction materials on Park Row Road from Highway 6 to Central Park West Blvd. Why are traffic control barriers still blocking Park Row Road from public use? This part of Park Row road should be returned to the public. It is heavily used by Metro, users of Addicks Park and Ride and those who access the I-10 HOV/Toll lanes.

    We thank you for your interest in the Park Ten Wastewater Treatment Plant project. The latest news regarding this project is that it is approximately 60% complete. Construction is currently temporarily suspended and will resume work in June 2024.

    Is there a completion date in sight for I-10/Eldridge work that has been ignored since September 2023? The work was supposed to be completed by then but has not and barricades are still up, reduced lanes are causing extreme frustration & headaches. It wouldn’t be so upsetting if the work was making progress but ignoring the work for over 4 months will not get the job completed. No other intersection along I-10 has these headaches. When is enough, enough?

    The original contractor for this project filed for bankruptcy in September 2023, and was subsequently unable to continue the contract work. Therefore, the City terminated their contract and requested to find a replacement contractor to finish the remaining work. We are currently in the process of finding a new contractor. Once selected, the new contractor will resume the work. In the interim, to maintain public safety at the site, the streets need to remain blocked due to testing and open shafts. We will provide an update on the timeline as information becomes available. Please subscribe to this project page to receive updates as they become available.

    The streets that are currently restricted (traffic control in place) either have open tunnel shafts or other pending testing that needs to be completed before the traffic control can be removed from these areas. The traffic control on these streets needs to stay in place for public safety. Once the new contractor resumes work, they will prioritize these areas to open the partially blocked streets.

    Where has the city placed this project on the priority list? I would hope this is at the top. It has been horribly managed so far.

    Project has gone on for almost two years now. No construction activity and no construction materials on Park Row Road from Highway 6 to Central Park West Blvd. Why is this part of Park Row Road still blocked from public use? This part of Park Row road should be returned to the public. All construction activity has stopped on Eldridge south of I-10. Why has the contractor not filled in the access hole and removed the construction equipment, barriers and returned the road to public use? This area is a very, very busy road used by West Houston residents. They deserve to have it returned to use as soon as possible.

    Howdy Neighbor!
    The project has been ongoing for a longer duration than initially planned, as a result of the contract termination that followed. To reopen the road, the City is working towards bringing in a completion contractor who will be tasked with filling up the access hole, removing all construction equipment and barriers, and restoring the road to public use. As a precautionary measure, the City is requesting designated parties to check and maintain traffic devices in the area routinely. All work on the site has been suspended, and no further changes will be made until work resumes.

    Will Eldridge or memorial have the brand new roadway torn up?

    Thank you for your question. The scope of this project includes some removal & replacement of pavement at the NW corner of Memorial and N Eldridge. Construction activities will be confined to the right turn lane on Eldridge. There will be no construction along Memorial Drive for this project.
