1. Park Row Tunneling: Soon, we will begin tunneling work in Park Row. While this work will be happening below the surface and might not be visible, please rest assured that significant progress will be made once it starts.
2. Eldridge and Memorial: We are collaborating with our engineers to minimize traffic disruptions when construction begins on Eldridge near Memorial. We are committed to reducing the impact on your daily commute.
3. N. Eldridge: Construction is also taking place at the N. Eldridge Lift Station next to the library.
We understand your concerns about the pace or visibility of the work. Please be assured that we are working diligently to ensure all projects are completed as efficiently as possible. As this project involves mostly tunneling work, it's possible that the workers may not be visible at all times.

We thank you for your interest in the Park Ten Wastewater Treatment Plant project. The latest news regarding this project is that it is approximately 60% complete. Construction is currently temporarily suspended and will resume work in June 2024.

The work was supposed to be completed by then but has not and barricades are still up, reduced lanes are causing extreme frustration & headaches. It wouldn’t be so upsetting if the work was making progress but ignoring the work for over 4 months will not get the job completed. No other intersection along I-10 has these headaches. The original contractor for this project filed for bankruptcy in September 2023, and was subsequently unable to continue the contract work. Therefore, the City terminated their contract and requested to find a replacement contractor to finish the remaining work. We are currently in the process of finding a new contractor. Once selected, the new contractor will resume the work. In the interim, to maintain public safety at the site, the streets need to remain blocked due to testing and open shafts. We will provide an update on the timeline as information becomes available. Please subscribe to this project page to receive updates as they become available.The streets that are currently restricted (traffic control in place) either have open tunnel shafts or other pending testing that needs to be completed before the traffic control can be removed from these areas. The traffic control on these streets needs to stay in place for public safety. Once the new contractor resumes work, they will prioritize these areas to open the partially blocked streets. -

CJ asked over 1 year agoHowdy Neighbor!The project has been ongoing for a longer duration than initially planned, as a result of the contract termination that followed. To reopen the road, the City is working towards bringing in a completion contractor who will be tasked with filling up the access hole, removing all construction equipment and barriers, and restoring the road to public use. As a precautionary measure, the City is requesting designated parties to check and maintain traffic devices in the area routinely. All work on the site has been suspended, and no further changes will be made until work resumes. -

Zeno asked over 3 years agoThank you for your question. The scope of this project includes some removal & replacement of pavement at the NW corner of Memorial and N Eldridge. Construction activities will be confined to the right turn lane on Eldridge. There will be no construction along Memorial Drive for this project.

Why This Project Matters
1. Upgrading Outdated Infrastructure
The Park Ten facility has reached the end of its useful life. Redirecting flows to Turkey Creek WWTP replaces outdated infrastructure with a modern, high-capacity facility that can better serve current and future needs.
2. Increasing Capacity and Reliability
The project includes building approximately 17,000 linear feet of large wastewater pipelines and upgrading key lift stations at Park Row and North Eldridge. These improvements will increase capacity, reduce the risk of service interruptions, and enhance reliability during heavy rainfall or extreme weather.
3. Protecting the Environment
Consolidating wastewater treatment helps reduce the risk of overflows and improves the overall performance of the city’s system. This effort supports cleaner water in local bayous and a healthier environment for Houston’s communities.
4. Reducing Maintenance and Long-Term Costs
Operating a single, modern treatment plant instead of maintaining multiple older facilities allows the City to streamline maintenance and reduce ongoing costs. This provides both operational efficiency and better value for taxpayers.
