A: The purpose of this project is to decommission Park Ten Wastewater Treatment Plant (Wastewater Treatment Plant) and instead convey flow to a newly installed Wastewater Lines east of Highway 6.Q: Why has there been such a long period without activity on the project?
A: The original contractor for this project filed for bankruptcy and was subsequently unable to continue to the work. Therefore, the City terminated their contract and The Hartford Insurance Company was tasked to find a new contractor to complete the remaining work.Q: Who is the new contractor and what is it’s record of experience in this type of work?
A: The City’s contract is with The Hartford Insurance Company. Reytec is the completing contractor under The Hartford. Reytec Construction Resources, Inc., is a full-service construction contractor headquartered in Houston, Texas with satellite locations in Austin and Corpus Christi. The company specializes in underground utilities, site preparation, concrete, asphalt paving, water and wastewater treatment plant facilities with decades of experience, Reytec has successfully managed and completed many large-scale project for the City of Houston.Q: When will the project be completed?
A: Summer of 2025. The project schedule will depend upon weather conditions. Summer months include July, August and September.Q: Will streets or driveway entrances be temporarily closed from time to time during the work?
A: Access to driveways will be maintained.
Q: With a reduction of lanes or turning pockets, can we expect reasonable traffic flows during rush hours?
A: Yes, traffic adjustments have been made during rush hours to ease congestion. Safety measures will keep current traffic control in place around the construction area.Q: Will police officers be used to assist traffic flows during peak hours?
A: The contractor will use flagmen as part of the traffic control plan to manage traffic flow. If warranted, police officers will be used for traffic safety.Q: What plans are there for contingencies if unforeseen problems pop up as the work proceeds?

Q: What are the work hours/days for this project?
A: The project schedule will depend on weather conditions. The contractor will work Monday-Saturday from 7:00 AM to 7:00 PM however, extenuating circumstances may require limited work to take place outside of the standard hours.

Why This Project Matters
1. Upgrading Outdated Infrastructure
The Park Ten facility has reached the end of its useful life. Redirecting flows to Turkey Creek WWTP replaces outdated infrastructure with a modern, high-capacity facility that can better serve current and future needs.
2. Increasing Capacity and Reliability
The project includes building approximately 17,000 linear feet of large wastewater pipelines and upgrading key lift stations at Park Row and North Eldridge. These improvements will increase capacity, reduce the risk of service interruptions, and enhance reliability during heavy rainfall or extreme weather.
3. Protecting the Environment
Consolidating wastewater treatment helps reduce the risk of overflows and improves the overall performance of the city’s system. This effort supports cleaner water in local bayous and a healthier environment for Houston’s communities.
4. Reducing Maintenance and Long-Term Costs
Operating a single, modern treatment plant instead of maintaining multiple older facilities allows the City to streamline maintenance and reduce ongoing costs. This provides both operational efficiency and better value for taxpayers.
