Q Will there be Street Light Poles installed?
A Yes, there will be 39 new street lights installed as part of the project.

A The Tree Protection Plan identifies the trees to be removed, which includes the removal of diseased or dying trees. The City of Houston identifies trees that can be preserved on a case-by-case basis.
Q What are my options if I do not want to construct a sidewalk with my project?
A Because all construction on this project is being completed along City of Houston major thoroughfares, sidewalks are required to be installed based on the City of Houston's standards.
CONSTRUCTION
Q At some point, will my utilities be affected?
A There will be no interruption to utility service as part of the project, as the contractor will be providing temporary service connections during construction. Please note that the contractor will provide notice 72 hours in advance if utilities are interrupted.
Q Will this project cause traffic/mobility issues (lane closures, increase of trucks in the area, etc.)?
A Because the pavement along Lockwood and Navigation will be replaced, some lanes will be closed as part of the Traffic Control Plan. At least one lane of traffic will be maintained in each direction at all times during construction.
Q Are they going to dig up the front area or just the street?
A This is a complete reconstruction project, and all areas within the public ROW will be under construction.
Q When will my services be transferred to the new line?
A Service transfers will vary and will be based on contractor's schedule of testing and transferring.

Why This Project Matters
The South Lockwood – Subproject 1 project matters because it upgrades essential infrastructure in a key corridor that serves residents, businesses, and schools in Houston’s East End. Here's why this project is essential:
1. Improves Safety and Mobility
South Lockwood is a busy route for drivers, pedestrians, and cyclists. This project includes roadway reconstruction, improved sidewalks, and safer crossings—making travel safer and more accessible for everyone.
2. Upgrades Aging Infrastructure
Much of the underground water, sewer, and stormwater infrastructure in this area is outdated. Replacing these systems improves service reliability, reduces maintenance needs, and supports future growth.
3. Reduces Flood Risk
Enhanced drainage infrastructure helps manage stormwater more effectively, reducing the risk of localized flooding and protecting homes and roadways during heavy rain events.
4. Supports Neighborhood Revitalization
Improving streets, sidewalks, and overall appearance helps revitalize the surrounding community—encouraging investment, enhancing walkability, and boosting local pride.
5. Strengthens Connectivity in the East End
South Lockwood connects key East End destinations, including schools, transit routes, and commercial corridors. This project supports regional mobility and provides better access to jobs, services, and amenities.
