    TIRZ 17 Memorial Area Detention Basin Project Page

    The project is funded through a grant from the Federal Emergency Management Agency (FEMA), along with local sponsors including TIRZ 17 Memorial City Redevelopment Authority and the Harris County Flood Control District (HCFCD). Harris County Precinct 3 has also been supportive of the project, including HCFCD funding participation.

    The underground detention basin will be constructed on the Memorial Middle School property, east of Attingham Drive, in the northern portion of the property beneath the current location of the SBMSA baseball fields.

    Additionally, a project location map and basin drawing/rendering are included in the public meeting presentation available on the Engage Houston project webpage linked above.

    The project will reconstruct the following streets as described:  full width of Barryknoll Lane from west of Betina to Gessner Road; only the far east side of the northbound lane on Gessner Road from Barryknoll Lane to Kingsride Lane and a roughly 60' full width of Gessner in line with the eastbound lanes of Kingsride Lane; full width of Kingsride Lane from Gessner Road west to the dead end at Memorial Middle School.  Then, in regards to street widening (roadway pavement):  Barryknoll Lane two west bound lanes will be widened from 10 ft to 11 ft each while the two eastbound lanes remain the same 10 ft width; Gessner Road lanes will not be widened; Kingsride Lane will not be widened.  Also, the project will have limited work (typically outside of the curb line) along Vindon Drive from the Memorial Middle School to Hallie Drive.

    Subsurface detention basins have been constructed in Houston and throughout the surrounding region; however, we are not currently aware of any projects of this size that have been completed by Houston Public Works.

    There is a similar, though smaller, reinforced concrete subsurface detention basin that was privately developed near Allen Parkway, east of Montrose Boulevard. While it differs in scale, it reflects the type of approach being used for this project.

    Based on the current 90% design plans, the subsurface detention basin is estimated to have a surface area of approximately 9.25 acres and an average height of 10.26 feet, resulting in a total detention volume of about 94.9 acre-feet.

    Thank you for sharing your concerns regarding the TIRZ 17 Memorial City Area Detention Basin Project. Protecting surrounding neighborhoods, including Fonn Villas and Memorial Meadows, is a top priority, and this project is specifically designed to help reduce flood risk in the area.

    The proposed detention basin will be located underground and includes several features to help prevent sediment buildup and maintenance issues. A pretreatment chamber will capture and trap dirt and debris before stormwater enters the main storage area, helping the system operate efficiently. The facility will also include an access lid so maintenance crews and equipment can safely perform routine inspections and cleanout.

    The City of Houston will conduct regular maintenance at appropriate intervals, including the use of vacuum trucks to remove accumulated sediment and ensure the system continues to function as designed.

    The basin is engineered to temporarily store stormwater runoff and release it gradually, reducing peak flows during heavy rainfall events and lowering the risk of flooding for nearby communities.

    Thank you for staying engaged regarding the TIRZ 17 Memorial City Area Detention Basin project. Residents have requested that work impacting Kingsride be reconsidered. Widening Bidin or Vinson Street would provide greater benefit to neighborhood traffic flow than widening a dead-end street such as Kingsride.

    Thank you for staying engaged regarding the TIRZ 17 Memorial City Area Detention Basin project. The project is seeking to limit impacts to trees within the work limits, and the current design does not include tree removal on Kingsride, except near the dead-end side by the school.

    The City has had contact with MetroNational for this project.  The City’s designer will consider nearby construction projects for their design including any temporary traffic control detours.

    Roadway reconstruction has been designed to maximize the safety and comfort for sidewalk users. This is being accomplished by offsetting the sidewalk from the roadway curb line per the City’s safety buffer requirements and includes replacement tree plantings, audible pedestrian signals and wheel chair ramps to current standards.
