The City of Houston collects notices of interest from residents that may qualify for the Flood Mitigation Assistance (FMA) grant program administered by the Texas Water Development Board (TWDB) and the Federal Emergency Management Agency (FEMA). This program provides federal funding assistance for a wide range of flood mitigation projects, including for individual properties that have experienced damage from flooding events.

The City regularly seeks grant funds to elevate structures that do not currently meet the City’s minimum standards as set in Chapter 19 Floodplain Ordinance of 2 feet above the 500-year flood elevation. If the grant is awarded, elevating a home would bring eligible/approved properties into compliance by lifting the structure to this requirement, with a new foundation being built to support the home.




What is the FMA Grant? 

The Flood Mitigation Assistance (FMA) grant program is a competitive program that provides funding to state, territory and local governments and federally recognized Tribal Nations. Since the National Flood Insurance Reform Act of 1994 was signed into law, funds are used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. The Texas Water Development Board administers the FMA grant program for the State of Texas on behalf of FEMA. Eligible cities, counties, special districts (political subdivisions) will develop an application (referred to as a sub application) on behalf of citizens (property owners) and submit it to the Texas Water Development Board (TWDB). Property owners cannot apply directly to the TWDB or FEMA for an FMA grant.

The FEMA FMA grant may pay 75%, 90% or 100% of the cost of elevation, and the home-owner will be responsible for any portion not covered by the grant as well as any HOA requirements above building code or non-eligible work. Properties will be reviewed and a benefit-cost analysis (BCA) done to determine property eligibility. Federal requirements state that homes must have an active National Flood Insurance Program (NFIP) Flood Insurance Policy in place at the time of the grant application period opening and the policy must remain in effect for the life of the grant. A property elevated in the FMA grant program is required to maintain flood insurance for the life of the structure.

There is no guarantee that the City will receive any funds for this program. However, City Officials are determined to ensure that they seek all opportunities available to aid the residents of Houston. Participation in the grant program is voluntary and expressing interest at this time does not obligate a property to proceed in the program.

Under Federal Review - The City has submitted applications to FEMA, and the final outcome will be determined once FEMA completes its federal review.
